No permit shall be issued for the construction of any building or structure unless the Metropolitan Sewer District after a thorough inspection of the sanitary sewage facilities in the area, certifies that the sanitary sewage facilities are sufficient in size and design to carry off or dispose of the existing sewage load and the additional sewage load to be created by the proposed new construction.
