No permit shall be issued for the construction of any building the occupancy of which requires the installation of sanitary facilities, unless the proposed building or structure is adequately served by a sanitary sewer which will carry off or dispose of the existing sanitary sewage load and the additional sewage load which will be created by the proposed new construction.
