Before undertaking or entering upon the work of making a sewer connection for the benefit of any premises, the permittee shall deposit with the Clerk of Council a sum of money sufficient to restore streets and sidewalks over any opening made in accordance with §§ 95.70 through 95.73 dealing with the restoration of streets and sidewalks.
