§ 2  INTRODUCTION OF ORDINANCES.
   Each proposed ordinance shall be introduced in writing, and shall contain a descriptive title, an opening clause reading "Be it ordained by the Council of the City of Silverton, Ohio", and a body in which there shall be set forth at length the action proposed to be taken. Any and all subjects shall be clearly set forth in the title. Revisions and codifications may be made under appropriate titles, chapters, and sections and in one ordinance containing one or more subjects, and publication of any revision or codification need only refer summarily to the titles, chapters, and sections affected thereby.
