It shall be unlawful to injure, break, or remove any part of any receiving basin, covering plate, manhole cover, or any part of any sewer or appurtenance thereto, except as duly authorized in the course of making an improvement, repair, or sewer connection, and it shall be unlawful to obstruct or cause to be obstructed any sewer by depositing improper material therein.
