§ 37.20  AUTHORIZATION OF CITY DEPARTMENTS TO ACT.
   The various department divisions of the city and personnel thereof, are authorized to exercise whatever powers and authority are necessary in order to carry out the orders of the Mayor, Vice-Mayor, City Manager or Chief of Police issued in time of public danger or emergency as set forth in this chapter.
