The purpose of this chapter shall be to define and authorize actions and procedures to be taken by the City Manager and the Mayor and other officials of the city in time of public danger or emergency. Nothing herein shall be interpreted as limiting the authority of the City Manager and Mayor or other officials to take any appropriate action in time of public danger or emergency which is authorized under any other provisions of the city ordinances, the City Charter, the statutes or Constitution of the State of Ohio, or the laws and Constitution of the United States of America.
