(A) Council shall appoint a City Manager who shall be the chief executive and administrative officer of the municipality. The City Manager shall be appointed for an indefinite term, subject to removal as provided by this Charter. The City Manager shall be chosen solely on the basis of special knowledge, educational qualifications and training. These considerations shall include executive, administrative, urban planning, fiscal, and public experience with special reference to actual experience in, or knowledge of, accepted practice in respect to the duties of the office as hereinafter set forth.
(B) The City Manager need not at the time of appointment, but must during the tenure of office, reside within Hamilton County. Council may allow a reasonable time after appointment for the City Manager to become a resident, or may grant the City Manager a waiver of this requirement if he presently lives in a county immediately adjacent to Hamilton County in the State of Ohio.
(C) No elected official shall be appointed City Manager during the term for which he shall have been elected, nor within one (1) year after the expiration of such term.
(D) The City Manager shall give bond for the faithful performance of his duties, in an amount and subject to approval as provided by Council by ordinance.
