§ 4  QUORUM AND VOTING.
   (A)   A majority of the qualified members of Council shall constitute a quorum to do business, but a lesser number may adjourn from time to time and compel the attendance of absent members.
   (B)   Every ordinance and every resolution having the force or effect of law shall be read on three separate days before its passage unless such requirement is dispensed with by a vote of at least five members of Council. The affirmative vote of at least a majority of the members present shall be necessary for the passage or adoption of any measure or for the selection, appointment or removal of any official, where such action lies within the power of Council, unless otherwise herein provided.
