All legislative powers of the municipality, except the powers of the initiative and referendum reserved to the electors in this Charter, shall be vested in a Council which shall consist of six (6) electors of the municipality, each of whom shall have resided in the municipality one year next preceding his election. No member of Council shall hold any other elective public office.
