Any amendment to the Traffic Control Map shall only be made by legislation passed by Council or by a regulation promulgated under the authority granted in Section 305.04. Upon the effective date of such legislation or regulation and the erection of proper traffic control devices giving notice thereof, the amendment shall be in effect. All amendments shall be recorded on the official Traffic Control Map and in the official Traffic Control File.
