From dare of hire, all full-time employees, regardless of introductory or regular status, shall be provided with health insurance benefits and life insurance coverage in such form and under such terms as Council may periodically determine, provided such coverage is available from commercial sources. Such coverage shall commence subject to the next available enrollment date as determined by the insurance carrier after ninety days of service.
