(a) Council hereby approves, adopts and enacts the provisions of the Rules and Polices for the Police Department, which is attached to Resolution 64-2000 as Exhibit A and incorporated herein by reference.
(b) Where the Ohio Revised Code conflicts with the provisions of the rules and policies, or is silent, the provisions of the rules and policies will govern; where the Ohio Revised Code prescribes additional procedures on disciplining matters, the provisions of the rules and policies will take precedence and will be deemed complete on all such matters, notwithstanding the additional procedures in the Ohio Revised Code.
(c) Within the Village government, the decisions of the Director of Public Safety on all matters of discipline and termination will be deemed final, without further recourse except when the Charter expressly requires confirmation or approval by Council.
(d) In furtherance of Section 7.04 of the Charter, the Director of Public Safety may authorize and issue additional rules, policies and procedures that may implement in more detail, and be consistent with, the rules and policies established herein, and the same will be regarded as published with the approval of Council.
(e) Directives by supervisors pursuant to law, established rules, benefits, and duties established by law, and so forth, whether appearing in statute, ordinance, or manual, which are enacted or promulgated to affect the management of the Police Department and the conduct and discipline of the members thereof, if consistent herewith, are incorporated herein.
