123.02 SIGNATURES REQUIRED FOR DISBURSEMENTS AND ACCESS TO SAFE DEPOSIT BOX; FACSIMILE SIGNATURE AUTHORIZED.
   (a)   All disbursements of funds of this Village of whatever nature shall be by checks drawn from the proper account, signed by the Clerk-Treasurer or the President of Council if the Clerk-Treasurer is temporarily absent and countersigned by a member of the Finance Committee of Council.
   (b)   The Clerk-Treasurer or President of Council may use a rubber stamp or a machined facsimile signature by a mechanical device bearing the facsimile signature of the Clerk-Treasurer. Employee payroll checks, however, may be signed and countersigned by machined facsimile or electronic signatures of the Clerk-Treasurer and a member of the Finance Committee of Council respectively. The financial depository designated by Council or any financial depository is hereby authorized to rely upon and to accept such facsimile signature produced mechanically as genuine.
   (c)   Access to records stored in a safe deposit box at a local bank, shall be granted upon the signature of the Clerk-Treasurer or the Clerk-Treasurer’s designee.
