(a) When the Mayor deems it necessary, he or she is authorized and directed to issue a proclamation declaring it unlawful for any person to consume or use water purchased from the Village in a manner declared unlawful by the Service Director.
(b) Such proclamation shall be published by posting a notice thereof in those places deemed appropriate by the Mayor to give maximum publicity. The Mayor is also authorized to publish such proclamation in any other manner he deems advisable.
(c) When a proclamation has been issued by the Mayor, pursuant to this section, no person shall use water purchased from the Village in violation of such proclamation.
(d) Any nonemergency use except that used for the health, and safety of the residents of the Village, such as for purposes of dishes, laundry, bathing, and sanitary needs, will be in violation of the proclamation. The Mayor designates the following as not emergency uses of water; watering lawns, washing cars, filling swimming pools, any and all recreational use.
