The Mayor may enter into a contract to purchase goods or services without the necessity of public bids, on behalf of the Village, if the amount of the contract is less than that prescribed in Ohio R.C. 731.14 and as it is amended from time to time or further codified, provided that prior approval of Council is obtained for expenditures in excess of twenty-five thousand dollars ($25,000).
