107.04 RULES AND REGULATIONS PERTAINING TO THE USE OF VILLAGE HALL, VAN SISE RESERVE, PLAYING FIELD AND TENNIS COURTS.
   To promote and encourage the use of the Village Hall to the greatest benefit of Silver Lake Village residents, and to protect the property, interests, and welfare of the public, the following rules and regulations pertaining to the use of the property have been approved by the Mayor and no exceptions are permitted. The rules and regulations as set forth, and as may be amended from time to time, are intended in some instances to anticipate only extreme situations. They are restrictive only to the extent required to protect you and your property. It is the intent of the Mayor that residents enjoy to the fullest extent the benefits of the Village Hall and toward that end your cooperation is solicited.
(a)   The use of the Village Hall is restricted to Silver Lake Village Organizations whose members are predominately Silver Lake Village residents. The Village Hall is not available for private parties or other private use.
(b)   There shall be established and maintained by the Clerk-Treasurer a list of Silver Lake Organizations approved by the Mayor to use the Village Hall. Silver Lake Organizations desiring to be included on such approved list shall make written applications to the Mayor including membership roster and specifying officers. The responsible or accredited representative of an approved Silver Lake Village Organization shall file in writing with the Village Clerk-Treasurer application for the use of the Village Hall for specific dates. Applications shall be accompanied by fee as listed in Schedule of Fees. Use shall be scheduled on a “first come first served” basis. The Clerk-Treasurer shall furnish in writing to the organization representative a statement showing time and dates reserved for the organization. In the event of cancellation, of reservations, at least three days ahead of scheduled meeting date, refund will be made. For later cancellation, no refund will be made.
(c)   A Silver Lake Village Organization shall for the purpose of these regulations be construed to mean a group of predominately Silver Lake residents organized or in process of being organized into an association of members to promote mutual interests of the following: general character, social, recreational, educational, cultural, religious, fraternal, service, civic, or patriotic.
(d)   Organized Silver Lake Village Youth Groups of same or similar character sponsored by responsible properly identified adult residents may also be approved to use the Village Hall upon application to the Mayor. All youth group meetings must be chaperoned at all times by adult residents of Silver Lake.
(e)   Unless special arrangements are made, it shall be understood that the use of the Village Hall shall be for the hours between 1:00 p.m. and 4:00 p.m. for afternoon meetings and 7:00 p.m. and 11:00 p.m. for evening meetings. Reservations will not ordinarily be made for Sundays and Holidays.
(f)   Village Employees will open the building for meetings and will close the building upon conclusion of the meeting. No one other than a Village Employee is permitted to have a key to the Village Hall. Village Employees who may assist or otherwise serve any organization do so on their own time and at their own responsibility, and there is no liability whatever on the part of Silver Lake Village.
(g)   If, in the opinion of the Mayor, any event requires the presence of a law enforcement representative, the organization will be responsible for the employment of an off-duty Silver Lake Patrolman.
(h)   The kitchen facilities will be made available for use.
(i)   The renting organization shall be responsible for breakage or damage to Village Hall property and/or equipment.
(j)   Cars shall be parked in an orderly manner at the driver’s responsibility. Silver Lake Village is not responsible for damage or theft.
   (k)   (1)   Intoxicating beverages in any form are not permitted on the premises.
(2)   Smoking is not permitted in any Village building.
(3)   Sales of chances or lottery tickets are not permitted.
(4)   Athletic contests are prohibited.
(5)   Announcements, signs, posters, bulletins, or decorations may not be fastened to walls or woodwork in any manner. A public bulletin board is provided where notices may be posted.
(6)   Heavy equipment may not be moved in, or out within the building, without approval of the Village Service Director.
(7)   Inflammable materials as decorations or for other purposes are prohibited.
(8)   Only chairs owned by the Village may be used.
(9)   Loud boisterous conduct or overtures to incite disorder are cause for expulsion by police authority.
(10)   The Village Clerk-Treasurer’s Office, Police Chief’s Office, Council Room, and Mayor’s Office are not permitted to be used for other than official Village business.
(11)   The Village Hall may not be used by any person or group of persons for financial gain. (Non-profit organizations excepted)
   The Mayor reserves the right to deny the use of the Village Hall to any Organization or group of persons, and reserves the right to rescind previous approval granted any Organization or group of persons, and need not, unless it so decides, reveal any reason for its action.
   The Mayor has the right to give special consideration to any organization who has contributed to the betterment of Silver Lake Village. After 11:00 p.m. Council approval is required.

   (l)   Tennis Courts and Van Sise Reserve Playing Field:
      (1)   Use of the ball field is limited to children’s leagues and adult residents of Silver Lake for non-league play.
      (2)   Tennis courts, Van Sise Reserve and playing field will be used on a “first come first served” basis. Reservations may be made at the Village Hall.**
      (3)   The gates to the reserve area will be locked on the weekends and holidays unless arrangements are made at the Village Hall.
      (4)   The Mayor reserves the right to deny the use of the tennis courts, Van Sise Reserve or playing field to any person or group of persons, and reserves the right to rescind previous approval granted any person or group of persons and need not reveal any reason for its action.
   **Any person holding a permit from the Village Hall shall have use of the facility, the permit names, regardless of first come first served basis. (Ord. 38-2014. Passed 4-21-14.)
