1165.02 PERMIT APPLICATION.
   (a)   Except for television antennas mounted on the roof of an occupied building, any person desiring to erect an antenna within the Village on a lot therein, shall first obtain a zoning permit, and shall provide the following to the Village Zoning Official for review and approval, except where a conditional use permit is required as in (b) below. In such case, the application shall be submitted to the Planning Commission which may approve or deny the conditional use.
      (1)   The application for a permit shall contain a description of the proposed antenna, its location, and the specifications for a permit showing the elevations of the proposed antenna. The applicant may be the owner of the real estate, or the contractor who will install the antenna as the agent of the owner.
      (2)   Each applicant, desiring to place the antenna anywhere on the subject lot except on the roof of an occupied dwelling, shall provide a plot plan of the lot, showing the exact location and dimensions of all the existing buildings, and the location and dimensions of the proposed antenna.
      (3)   The applicant shall sign an acknowledgment that such antenna shall be removed and lawfully disposed of within thirty (30) days of any permanent discontinuation of the service to which such antenna relates.
   (b)   The installation and maintenance of television antennas, except dish-type television antennas in the front yard, shall be deemed permitted uses in the zoning districts, but subject to regulations of this chapter and the applicable sections of Chapter 1361. All other antennas and dish-type television antennas in the front yard, shall be conditionally permitted uses, subject also to the regulations in this chapter and Chapter 1361.
