(a) No person shall feed or provide salt or similar substances to white-tailed deer by manually distributing such food or substances to the deer or positioning it to be accessible by the deer, excluding the planting of flowers, trees and shrubs.
(b) No person shall feed, harbor or house a feral cat or cats.
(c) For the purpose of this section, any cat that is wild, stray or not owned shall be considered feral. A domestic cat turned wild shall be considered feral. Feral cats are not considered pets.
(d) Whoever violates this section is guilty of a minor misdemeanor on the first offense. If the offender has previously been convicted of a minor misdemeanor violation of this section, the offender is guilty of a misdemeanor of the fourth degree.
