943.08 RULES AND REGULATIONS.
   The purpose of a stormwater management utility is to protect the drainage facilities, improvements, and properties owned by the Village; to secure the best results from the construction, operation, and maintenance thereof; and to prevent damage and misuse of any of the drainage facilities, improvements, or properties within the Village. To accomplish this purpose, the Village Engineer, or Service Director may make and enforce rules and regulations that are approved by the Mayor and Council and are necessary and reasonable to protect the public health, safety and welfare:
   (a)    To supplement the prescribed manner in which storm sewers, ditches, channels, and other stormwater facilities are to be designed, installed, adjusted, altered, or otherwise changed.
   (b)    To supplement the prescribed inspection and other fees permitted by this code.
   (c)    To prescribe the manner in which such facilities are operated.
   (d)   To facilitate the enforcement of this code.
   (e)    To supplement the prescribed collection procedures and timings of service charge bills.
   (f)    To protect the drainage facilities, improvements, and properties controlled by the division and to prescribe the manner of their use by any public or private person, firm or corporation.
