(a) The utility shall monitor the design, operation, maintenance, inspection, and construction of all storm sewers, storm drains, and stormwater facilities in the Village. The utility shall be responsible for the design and construction of new public stormwater facilities and rehabilitation of existing stormwater facilities where required in the Village and shall inspect, operate, and maintain them as prescribed in Section 943.03.
(b) The utility shall be responsible for controlling siltation and sedimentation that will adversely affect the performance of storm sewers, drainage ditches, watercourses and other drainage facilities or that will pollute public waters and watercourses.
