Whenever any fire prevention inspector finds in any building, other structure or upon any premises:
(a) Combustible or flammable matter;
(b) Dangerous accumulations of paper or flammable material;
(c) Obstructions to or on fire escapes, stairs or passageways liable to interfere with the Fire Department or egress of occupants in case of fire; or
(d) Any condition which might exist in case of electrical wiring, gas connections, heaters, furnaces or otherwise, or any other condition, which through want of repair might be specially liable to fire;
he shall have authority to order the same to be moved, repaired or remedied.
