1351.01 PERMISSION; INSPECTION BY BUILDING INSPECTOR.
   No outdoor swimming pool which includes above-ground pools or wading pools may be constructed until permission has been granted by the Building Inspector, who shall inspect the site in order to determine that all reasonable safety precautions have been considered to safeguard life and property. Plans of the proposed construction must be submitted and approved by the Planning Commission and the Village Inspectors, including the building and electrical inspectors before construction is begun.
   Permission may be granted to construct an outdoor swimming pool on an individual basis with the requirements, such as, safety and health requirements outlined in writing which shall be binding on the owner. The pool including an above-ground pool must be located in a fenced area, with a fence not less than five feet high with no sharp protrusions and with access to the locking device for the gate on the inside of the gate.
