1339.03 COUNTY SANITARY SEWER SYSTEM REGULATIONS.
   Rules and regulations governing the installation of sanitary sewer house laterals on the County system of sanitary sewers within the corporate limits of the Village, for which the Summit County Engineer is responsible are as follows:
(a)    No sanitary sewer lateral shall be constructed or a connection made to a County sanitary sewer before the owner or his sewer contractor has obtained a sewer permit from the County Sanitary Engineer.
(b)    A road opening permit must be obtained from the County Sanitary Engineer, the Clerk-Treasurer or the State Department of Transportation, as the case may be, before a sewer permit will be issued by the County Sanitary Engineer.
(c)    All work shall be done either by the owner or a competent sewer contractor, and he shall comply with all requirements and regulations of the Summit County Health Department, the County Sanitary Engineer and the Board of County Commissioners.
(d)    All laterals shall be six inches in diameter, extending from the main sewer to a point within three feet of the outside foundation wall of the building, shall be of vitrified pipe and have bituminous joints except where a well is located within 100 feet from the lateral. In such instance construction shall be in accordance with the plumbing regulations of the Summit County Health Department from a point 100 feet from the well to the foundation. Health Department regulations require that in those instances cast iron soil pipe shall be used, or a water pressure test made of the vitrified pipe installation. The Plumbing regulations of the Summit County Health Department require that four inch cast iron soil pipe shall be used under the basement floor on all plumbing installations and further require that four inch cast iron soil pipe shall extend under the foundation wall to a point no less than eight feet beyond the outside wall. The five feet of four inch C. I. soil pipe which overlaps the six inch vitrified pipe shall be telescoped inside of the six inch vitrified and the joint between the six inch vitrified and the four inch cast iron soil pipe shall be properly cemented so as to make a tight joint and prevent the entrance of ground water.
(e)    No downspout drains shall be connected into any sanitary sewer or lateral, and all storm water downspouts or conductors from buildings or structures shall be carried to the curb line or street drainage ditch line.
(f)    Any trench containing water shall be pumped dry before any construction is done or connections made. Plugs shall be placed in the ends of all laterals whenever the work is completed or suspended for the day and shall be kept in place at all times except during the actual construction of the laterals, to prevent the entrance of storm water and mud into the sanitary sewer.
(g)    In order to prevent damage to others, during the period of basement excavation and during the period before the foundation is under roof, storm water shall not be permitted to enter the sanitary lateral and the lateral shall be kept plugged at all times. In the event water accumulates in the excavation or basement it shall be pumped dry before plumbing work is undertaken or resumed. Failure to comply with this subsection or subsection (f) hereof shall be cause for the Sanitary Engineer to revoke the permit and to disconnect the lateral from the main sewer. In that event a second permit will be required when work can be allowed to resume and the cost of reconnecting shall be borne by the owner.
(h)    No trench shall be backfilled until the County Sanitary Engineer has inspected and approved the completed lateral and connection.
(i)    Permits shall be issued at the office of the County Sanitary Engineer on a form prepared by the Engineer and the Engineer is directed to cause these regulations to be published on the back of the permit.
(j)    No person shall use any street, road, public way, sidewalk or the gutter or ditch in any street, road, public way or sidewalk, for the drainage of house wastes, soapsuds, sewage, liquid manures or any other putrescible or offensive waste. This section also prohibits the effluent from an approved and properly operated sewage disposal system from being discharged into a drainage or highway ditch. No person shall use a storm water drain constructed for the purpose of carrying storm water, roof water, cistern overflow or water of like character, as a means of disposing of house wastes, soapsuds, sewage, liquid manures or other putrescible offensive wastes or effluent.
(k)    No person shall discharge, or permit or cause to be discharged, sewage, the overflow, drainage or contents of a sewage tank or other putrescible or offensive wastes or effluent onto the surface of the ground or into any street, road, open excavation, storm water sewer, land drain ditch, watercourse or body of water. No person shall discharge or permit to be discharged sewage, the overflow, drainage or contents of a sewage tank or other putrescible, impure or offensive wastes or effluent into an abandoned well, spring or cistern or into a natural or artificial well, sink hole, crevice or other opening extending into limestone, sandstone or other rock or shale formation.
