Heating permits will be issued only to licensed heating contractors or to a bona fide owner of a single one-family dwelling, when the dwelling is occupied by or is designed and intended to be occupied by the owner as his own single family dwelling and the owner shall file with the Clerk-Treasurer an affidavit, stating and alleging all of the above facts.
