(a) In all areas within the flood plain as defined by the Federal government; or
(b) Any time any portion of a structure, including footers and foundations is below an elevation of 998 feet above sea level, the additional requirements of subsections one through five shall be imposed.
(1) All retaining walls and other walls below grade shall be designed to resist lateral soil pressure with due allowance for hydrostatic pressure and for all superimposed vertical loads.
(2) All foundation slabs and other footings subjected to water pressure shall be designed to resist a uniformly distributed uplift equal to the full hydrostatic pressure.
(3) Foundation walls shall be designed to resist frost action and to support safely all vertical lateral loads. The maximum stresses due to combined load shall be within the values specified for the materials used in the construction. Unless properly reinforced, tensile stresses shall not exceed those permitted in plain masonry.
(4) Exterior walls below grade and the cellar floors enclosing habitable or occupiable rooms or spaces below grade shall be reinforced to withstand water pressure as determined by a registered civil or structural engineer or registered architect.
(5) Exterior walls below grade enclosing habitable or occupiable rooms or spaces shall be protected with not less than one coat application of approved waterproofing paint or one-half inch parging coat of portland cement mortar or other dampproofing covering.
