When a person, firm or corporation desires to use a material, appliance or method of construction which is newly developed or which is not otherwise provided for in this Code and which is a factor in the compliance with the intent and purpose of this Code, and for the use of which material, appliance or method of construction the Board of Zoning and Building Appeals has not duly adopted a rule or regulation, such person, firm or corporation shall apply to the Board of Zoning and Building Appeals for a rule or regulation permitting the use of the new material, appliance or method of construction. The Board of Zoning and Building Appeals may use the Materials and Methods Board established by the Tri-County Building Officials Association to determine suitability of any material or method.
