1317.06 HOME OWNERS EXEMPTIONS.
   No provision or provisions of this Code shall be interpreted to require that the bona fide owner and occupant of a single family dwelling shall be licensed who personally or with casual assistance performs work upon the premises occupied or to be occupied by the owner thereof as the owner's established residence.
   The owner shall be issued a permit for the work providing he satisfactorily qualifies through an oral test given by the appropriate inspector of the Village relating to the work, and files with the Clerk-Treasurer an affidavit stating and alleging the above facts.
   All such work shall be done in conformity with the provisions of this Code, and the laws of the State of Ohio and no work shall be done unless all permits required are obtained.
