1309.16 USE OF CURBS AND CURB CUTS REGULATED.
   The use and care of streets and sidewalks in conjunction with building construction shall be as follows:
(a)   Where concrete curbs are in place in any street in the Village, a permit is required to make any entrance cut, downspout openings and connections. All curb cutting, downspout openings and connections shall be made by the Village with the Street Commissioner determining the necessary width of cut and number of downspout connections.
   A three day notice shall be given to the Street Commissioner before the work is to be done and no construction or excavating shall be commenced until all cuts are made.
   All vehicles must use the driveway entrance from the street for ingress and egress to any property.
(b)    When no concrete curb exists in a street, a steel culvert shall be ordered from and installed by the Village before any excavation or construction is commenced and the Street Commissioner shall determine the necessary size and length of the culvert.
