Proposed streets shall, as near as practicable, provide for the continuation or projection of streets in surrounding areas or conform to the plan for the neighborhood as may be adopted by the Planning Commission. The arrangement, character, width, grade and location of all streets shall be in conformance with current subdivision standards as adopted by the Engineer, and in the public interest. Whenever a tract to be subdivided includes any part of a street it shall be dedicated to the public for street purposes unless specifically excepted by Council.
