Approval of the Planning Commission required by Section 1173.03, or the refusal to approve, shall take place within 30 days after the submission of the final plat for approval, or within such additional time as the subdivider may agree to; otherwise such plat is deemed approved, and the Certificate of the Commission, as to date of the submission of the plat and the failure to take action thereon within such time, shall be issued on demand and shall be sufficient in lieu of the endorsement or other evidence of approval required by this chapter.
