The cost and expense of such investigation made by the Engineer or his assistants shall be paid from such deposit upon itemized bills rendered by the Engineer. In case such expenditures exceed such deposit, the excess shall, upon demand by the Planning Commission, be paid by the owner forthwith into the Treasury. In case the deposit exceeds such expenditure, the balance will be refunded to the applicant within a reasonable time after the completion of such investigation.
