(a) The subdivider or his or her agent shall submit to the Planning Commission at least five black or blue on white prints of the preliminary subdivision layout and supporting drawings for the installation of the required improvements. The Commission shall submit the preliminary documents to the Engineer, the Summit County General Health District, the Summit County Soil and Water Conservation District, the Fire Chief or other official as may be involved for report thereon.
(b) The Planning Commission shall send one copy of the preliminary plan to the Summit County Soil and Water Conservation District and request that it review the plan and recommend erosion and sediment control measures if needed. Six copies of the District's recommendations shall be returned to the Planning Commission within three weeks unless further time is granted by the Planning Commission. The Planning Commission shall promptly forward copies of the District's recommendations to the developer, who shall include any recommended control measures in his or her final plan, to the Village Engineer and to any other official who may be involved.
