(a) The rules and regulations governing subdivision and development of land contained in these Regulations shall apply within the corporate limits of the Village of Silver Lake. The Planning and Zoning Commission shall have the power of approval of the preliminary plan and the final plat. Council shall have the power of review to include the plat and improvement plans, agreements and guarantees, and the power of acceptance of any street, open space, required improvements, utilities in the right of way or other public ways on the plat.
(b) The provisions of these Regulations shall supplement any and all laws of the Municipality, State, and any other rules or regulations relating to the purpose and scope of this Title. Whenever the requirements of these Regulations do not agree with the requirements of any other lawfully adopted law, ordinance, rule or regulation the more restrictive provision, or that imposing the higher standard shall govern.
(c) No person shall subdivide by deed, plat, instrument of conveyance or otherwise, any tract of land within the Municipality except in conformance with the provisions of this chapter.
