1111.03 ACTION BY COMMISSION.
   The Planning and Zoning Commission shall have a reasonable amount of time, not to exceed 4 months, to review an amendment to the Zoning Code or Map, and to issue a report to Council, except that any matter referred to the Commission from Council shall be acted upon within 30 days from the date of referral unless a longer time is authorized by Council. No ordinance proposing an amendment which differs from the report, or which has failed to receive the approval of the Planning and Zoning Commission shall be passed except by not less than 5 members of Council. If the Planning Commission fails to act and issue a report within the 4 months allowed above, the amendment shall have been deemed passed by the Planning and Zoning Commission. (Ord. 17-1994.
