Council may license one or more competent collectors of garbage and/or ashes or rubbish material to collect or remove any garbage and/or ashes and rubbish material accumulating within the Village and to use the streets, avenues and alleys of the Village for the purpose of collecting or transporting garbage, and/or ashes and rubbish material. Such license or licenses shall be granted under the rules and regulations prescribed by Council for the preservation of the health of the inhabitants of the Village. No person, other than the duly authorized collector or collectors herein provided for, their agents or servants, shall collect or remove any garbage accumulating within the Village or use the streets, avenues and alleys of the Village for the purpose of collecting or transporting garbage or ashes and rubbish material.
