No person shall knowingly permit the drainage from any privy vault, or any sewage or the effluent from any septic tank, to discharge at the ground surface or into the premises of another, or into any street, highway or public place, or into any lake, pond, stream, storm sewer, ditch, drain or watercourse, or on or into any place from which it may leach, run or wash therein.
