No person shall construct or maintain any leaching cesspool or well into which the drainage from any privy vault or the effluent from any septic tank, or any sewage or house waste is permitted to discharge and leach therefrom into the surrounding soil. However, in situations presenting unusual difficulty in sewage disposal, and where a sandy or gravel subsoil exists to sufficient depth to permit absorption of the contents of such cesspool, the Building Inspector may permit the construction and maintenance of a cesspool, but no such permit shall be granted for any cesspool to be located nearer than 500 feet to any place of human occupancy.
