934.01 LAKE NORTH SEWER DISTRICT.
   (a)   The surface water drainage area serving the water course which originates in the City of Stow, extends from Graham Road, under South Dover Road, and ending in Crystal Lake, be, and the same is, hereby designated as the Silver Lake North Sewer District in accordance with Ohio R.C. 727.44 et seq.
 
   (b)   The Village Engineer shall devise and form a general plan for the Silver Lake North Storm Sewer District which shall include present and prospective needs and interests of the municipal corporation and shall be reported to Council when completed; such general plan shall include facilities and appurtenances necessary and proper for the collection, retention, control, and disposal of storm water, and shall show the location of all facilities.
 
   (c)   Such general plan shall be filed with the Clerk, and the Clerk shall publish once a week for two consecutive weeks in a newspaper of general circulation in the Village, a notice stating that such general plan has been prepared and is on file in the office of the Clerk for examination by interested persons and that written objections to such plan may be filed in the office of such Clerk before the date specified in the notice, which shall not be earlier than the seventeenth day following the date of first publication in said newspaper; any person having an objection to the general plan shall file such objection in writing with the Clerk of Council within the time specified.
 
   (d)   Council shall consider any objections filed and may adopt the general plan with any amendments or corrections which it believes proper; such plan and amendments shall be certified by the Clerk and filed in the office of the Clerk.
 
   (e)   After such general plan is adopted, Council shall designate, from time to time, such portion of the general plan as is required for immediate use and may provide for the construction thereof.
 
   (f)   The Mayor shall take any necessary action to see implementation of a similar general plan by the City of Stow and the County of Summit in and around the subject Watercourse.
