Each consumer shall provide a suitable location for the meter to be installed by the Service Department and the Service Director shall have the right to determine where the meter shall be located on the premises of the consumer. Meters must be installed in such a location and manner so as to make them readily accessible for reading, repair and/or replacement. Every meter must be accessible at all reasonable times, and the reading of the meter shall be prima-facie evidence of the amount of water consumed. The Service Department has the right to require relocation of its meter from time to time to effectuate the purposes of this section and the consumer shall provide for such relocation on request and at the expense of such consumer. Also, if the Service Department must effect repairs and/or replace a meter that is enclosed or otherwise inaccessible, restoring the property (enclosure) shall be at the consumer's expense.
