(a) Charges for water service furnished by the Water Utility shall be based upon:
(1) A Minimum Fixed Charge to cover debt service, system water loss and other capital costs, plus
(2) Rate per Hundred Cubic Feet of Water Used or part thereof.
(b) Metered Water Service: The following water rate applies to all customers using metered water:
Minimum Fixed Charge per month: $16.49
Plus Rate per Hundred Cubic Feet of Water Used: $5.13
(c) Unmetered Service: For premises whose only connection to the water system is through the potential use of a fire hydrant, as determined by the Director of Public Safety, and which contain a building or similar structure, there shall be a Minimum Fixed Charge of $16.49, monthly.
