(a) Industrial Users shall, within twenty-four (24) hours, notify the Director of Public Service upon an accidental discharge of wastes in violation with this chapter to enable countermeasures to be taken to minimize damage to the wastewater treatment plant, treatment processes and the receiving waters. The notification shall include location of discharge, date and time thereof, type of waste, concentration and volume and corrective actions.
(b) This notification shall be followed, within fifteen (15) days of the date of occurrence, by a detailed written statement describing the causes of the accidental discharge and the measures being taken to prevent future occurrence.
(c) Such notification will not relieve Industrial Users of liability for any fines provided for in Sections 927.99 of this chapter, or for any expense, loss or damage to the sewer system, treatment plant or treatment process or for any fines imposed on the Village on account thereof.
(d) Signs shall be permanently posted in conspicuous places on the discharger's premises advising employees whom to call in the event of a slug or accidental discharge. Employers shall instruct all employees who may cause or discover such a discharge with respect to the emergency notification procedure.
(e) Slug Control Plan. The Director of Public Service may require a plan to control slug discharges from each significant industrial user. A slug discharge is any discharge of a nonroutine, episodic nature, including but not limited to an accidental spill or noncustomary batch discharge. The Plan shall include the following elements:
(1) A description of discharge practices and stored chemicals;
(2) Notification procedures; and
(3) Procedures to prevent adverse impact from accidental spills.
