927.06 USE OF PUBLIC SEWERS; PROHIBITED WATERS AND WASTES.
   (a)    No person shall discharge or cause to be discharged to any public sewer unpolluted waters which will increase the hydraulic loading on a wastewater treatment plant including, but not limited to, storm water, surface water, ground water, roof runoff water, subsurface drainage, uncontaminated cooling water or uncontaminated industrial process waters.
 
   (b)    No person shall access the sewer system or POTW for any activity without the expressed permission of the Director of Public Service.
 
   (c)    No person shall discharge or cause to be discharged any of the following described waters or wastes into any public sewers:
(1)    Any wastewater having a temperature which will inhibit biological activity in the wastewater treatment plant resulting in interference;
(2)    Any gasoline, benzene, naphtha, fuel oil or other flammable or explosive liquids, solids or gases.
(3)    Any water or wastes containing free oils, emulsified oils and grease exceeding an average of 100 parts per million.
(4)    Any water or wastes containing toxic or poisonous solids, liquids or gases.
(5)    Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, paunch, manure, hair or any other solid or viscous substance capable of causing obstruction to the flow in the sewers or other interference with proper operation of the sewage disposal system.
(6)    Any noxious or malodorous gas or substance capable of creating a public nuisance, or substances causing the release of noxious or poisonous gases after discharge into the sewage disposal system.
(7)    Any waters or wastes having a pH lower than 5.5 or higher than 9.0 or having any other corrosive property or causing damage or hazards to structures, equipment or personnel of the sewerage system.
(8)    Any waters or wastes containing iron, chromium copper, zinc and similar objectionable or toxic substances; or wastes exerting excessive chemical requirement, to such degree that any such material received in the composite sewage at the sewage disposal system exceeds the limits established by the County and which might cause the County to violate its NPDES and/or other disposal system permits.
 
   (d)    No person shall access the sewer system or POTW to discharge hauled wastes, including septic wastes. Any removal of manhole lids, or other access to the sewer system for the purpose of discharging wastes shall be considered a violation of Village ordinances and shall be subject to enforcement action including but not limited to charges and fees allowed by this chapter.
 
   (e)    All food establishments which maintain a kitchen or other facilities for the preparation of food shall be required to have a grease trap (grease interceptor) meeting requirements of the Environmental Health Code of the Summit County Health Department. Where installed, all grease, oil and sand interceptors shall be maintained by the owner, at his expense, in continuously efficient operation at all times. Grease traps may be cleaned and maintained to the satisfaction of the Director of Public Service, evidence of such cleaning to be exhibited upon request of the Director of Public Service or authorized agent or representative and further grease, oil and sand interceptors shall be provided when, in the opinion of the Director of Public Service, they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, or any flammable wastes, sand and other harmful ingredients, except that such interceptors shall not be required for private living quarters or dwelling units.
 
   (f)    All measurements, tests and analyses of the characteristics of waters and wastes to which reference is made in this chapter shall be determined in accordance with the latest edition of Standard Methods, and shall be determined at the control manhole provided or upon suitable samples taken at such control manhole.
