927.03 SEWER CONNECTIONS.
   (a)    No person shall connect any building or other structure either directly or indirectly to a public sewer for the purpose of discharging sanitary sewage or wastewater without first obtaining a sewer permit and paying the applicable tap-in fee and other charges determined in accordance with Chapters 1313 and 1339 of the Codified Ordinances.
   (b)    No person shall repair, replace or otherwise reconnect an existing private or public sewer lateral without first obtaining a sewer permit as specified in Chapter 1339 of the Codified Ordinances.
   (c)    In the event that the Director of Public Service of the Village of Silver Lake ascertains that any property has been connected directly or indirectly to a public sewer or any other part of the sewage disposal in violation of this Title 3 - Utilities, or that any person is utilizing the sewage disposal system in violation of this Title, the Director of Public Service is authorized to disconnect such property, or have the same disconnected, or bring action in a court of competent jurisdiction to abate the violation. The Village shall be reimbursed by the violator for expenses or costs caused directly or indirectly by the unauthorized connections to or use of the sewage disposal system.
   (d)    Whenever a break, repair, or blockage occurs in any service line between the main line and curb or edge of road the service department will effect repairs at the Village’s expense as soon as possible. The property owner is responsible for all costs from the curb or road edge to their home.
