(a) No person shall keep, set up, maintain or operate any premises, place, structure or building to be kept, set up, maintained or operated as a place of resort for riotous, noisy or disorderly persons, or persons of bad reputation or immoral character, or in which such persons congregate or in which rioting, reveling, boisterous conduct or drunkenness is permitted.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
