(a) No minor under the age of eighteen years shall be in, upon or about the public streets, public grounds or business establishments open to the public, be in a motor vehicle thereon or be upon private grounds without the consent of the owner thereof within the corporate limits of the Village between the hours of 11:00 p.m. and 5:30 a.m. of the immediately succeeding morning unless such minor is accompanied by his parent, guardian, person having legal custody and care of such minor, or unless accompanied by a responsible adult person over twenty-one years of age designated to be in charge of such minor by the parent, guardian or person having legal custody of such minor.
(b) All persons shall furnish any police officer of the Village with proof of their age or be subject to detention until proof or verification of their age can be reasonably ascertained.
(c) Whenever any police officer discovers any minor violating any provision of this section, he shall detain such minor until the minor can be delivered to the parent, guardian or other person having legal custody of such minor.
(d) Any minor violating this section shall be referred to the County Juvenile Court for disposition under Juvenile Court law and procedure.

(e) Any parent, guardian or person having legal custody of any minor violating this section is guilty of a minor misdemeanor.
