§ 32.15 MAYOR AS PRESIDING OFFICER.
   (A)   The Mayor shall preside at meetings of the Council. If the Mayor for any reason is unable to attend a meeting of the City Council, the members of the City Council shall by majority vote at any such meeting select one of the Council members to serve as Mayor Pro Tem in place of the Mayor at that particular meeting.
   (B)   The Mayor may participate in Council proceedings, but shall not have a vote, except that he or she may cast the deciding vote in case of a tie.
