§ 153.17 APPLICATION FOR EXCEPTION.
   If an applicant desires to raise the level of land above the 504 feet mentioned above, then said applicant shall submit an application to the city explaining the need and the desire to raise the land level above the limit mentioned above. If the City Council and the Building Inspector feel such raising of the land is justified for development or insurance or other purposes, then the City Building Inspector, with the consent of the City Council, may issue a permit to allow additional fill to a limit specified in the permit.
