(A) No yard sale may be conducted within the city without a permit having been first issued for such sale by the City Clerk. The permit shall set forth and restrict the time and location of the garage sale. No more than two permits may be issued to one residence or household during any calendar year. Each of these two permissible permits shall be limited in time to no more than the daylight hours of three consecutive days, and shall be conspicuously displayed at the sale.
(B) A nonrefundable fee of $3 shall be submitted with the application for the yard sale permit.
