Any person violating any of the provisions of this chapter shall be subject to a fine of not less than $100 nor more than $250 or imprisonment in the county jail for not more than 90 days, or both for a first offense, and to a penalty of a fine of not less than $100 nor more than $500 or imprisonment in the county jail for a period not to exceed one year, or both for any subsequent offense.
